Southern Grampians Shire Council will be a councillor short for the next month following the suspension of Cr Katrina Rainsford for this period.
A statement from the council said an external and independent arbiter has ruled that Ms Rainsford had engaged in misconduct, breaching the Model Councillor Code of Conduct on six occasions between 7 May 2025 and 24 July 2025.
The arbiter said the decision reflects not only the nature of the individual incidents, but the sustained course of conduct over time that was inconsistent with the standards of integrity, respect and collective responsibility required under the model code of conduct’.
Cr Rainsford released her own statement, stating her belief local government works best when it is open, accountable and grounded in community trust.
“I was elected to serve my community – to represent local voices, to ask difficult questions, and to advocate for transparent and responsible decision-making,” she said.
“That responsibility sits at the heart of local democracy, and it remains my guiding principle.”
Cr Rainsford also made comment on the confidentially of the circumstances around the suspension.
“The current conduct process is largely confidential, with only the final determination made public,” she said.
“While confidentiality has a role, greater transparency would strengthen public confidence and understanding of how elected representatives are held to account.
“I support reform that improves clarity, fairness and accessibility in these processes.”
